Power Clean on alloy wheels, is it safe ?

You can go concentrated Power Clean for major cleaning or 1:3 for the usual maintenance.  Always rinse Power Clean because it can leave a white residue.  After PC you should protect your alloys with Wax, Sealant, etc because Power Clean will remove them.

Thanks I've had success using Power Clean both undiluted and at 1:3 on the tires and wheels. I've seen a YouTube video of Yvan using the wheel brush dipped in ONR to further aid lubricity when cleaning and that has worked very well for me too. I still rinse off when done and use 1 spray of Optiseal to the wheel when drying

Is there a benefit to using Power Clean over a specific wheel cleaner?

I would assume the benefit is the versatility of Power Clean to be used for multiple purposes but are there instances where a wheel cleaner would provide more benefit over Power Clean?

"Wheel cleaner" is a pretty generic description, but as you specify, they are for wheels.  Power Clean is an all purpose cleaner that is effective over a wide spectrum of issues.  If your goal is wheel cleaning, a dedicated wheel cleaner is the way to go.  If you want a one size fits most cleaning, go with Power Clean.
